The National Bureau of Investigation (NBI) in the Philippines has arrested alleged Chinese spies accused of surveilling critical infrastructure, including power plants and military installations. The suspects used advanced LiDAR sensors to collect real-time location data, raising serious concerns about national security.
The National Bureau of Investigation ( NBI ) Cybercrime Division uncovered a suspected Chinese espionage network operating in the Philippines . The spies, apprehended by authorities, were allegedly targeting critical infrastructure, including power plants , power grids, and substations managed by the National Grid Corporation of the Philippines (NGCP).
According to NBI Cybercrime Division chief Jeremy Lontoc, the suspects utilized advanced LiDAR sensors to capture precise location data and transmit it in real time. The espionage network was structured into two distinct teams: a sea-based unit and a land-based unit. Both teams engaged in surveillance activities. The sea-based team monitored Ulugan Oyster Bay and Buliluyan Port in Bataraza, Palawan, utilizing CCTV surveillance. Buliluyan is strategically significant due to its proximity to an Enhanced Defense Cooperation Agreement (EDCA) site, a Philippine Coast Guard docking point after West Philippine Sea missions, and its role as a secondary port near the vital North Balabac Strait. The land-based team, according to Lontoc, possessed a detailed map of Subic, Zambales, highlighting key locations like naval bases, airstrips, and power grids. The map contained markings that, when translated, indicated 'Navy' and 'airport,' raising concerns about potential coordinated plans.President Ferdinand Marcos Jr. expressed his concern over the alleged espionage and stated he was awaiting the NBI's investigation findings. The NBI has taken custody of the suspects, with three facing espionage and Anti-Cybercrime Law violation charges in the Makati Regional Trial Court. All suspects have pleaded not guilty. Authorities have identified a person of interest (PUI) in China believed to be directing both teams of alleged spies. Lontoc disclosed intelligence indicating a PUI in China directing the operations of two groups—one led by Deng and the other by Cai. Meanwhile, National Security Adviser Eduardo Año assured the public that the government was intensifying counterintelligence and surveillance measures to bolster national security.
