THE National Bureau of Investigation (NBI) on Monday said it has arrested a Chinese national and two Filipinos for conducting illegal surveillance and spying activities on various military camps and other critical government sites and private infrastructures.

Brawner said the group led by alleged Chinese spy Deng Yuanqing, conducted their espionage activities around Luzon, including where Enhanced Defense Cooperation Agreement sites are located. Deng, who have been staying in the Philippines for five years now, was collared by authorities while inside a vehicle that his group was using to conduct their illegal surveillance activities.

Last Friday, the NBI operatives spotted the subject vehicle within the vicinity of Palm Tower, Makati City while led to the arrest of the three suspects after they failed to show permits for their activities. Santiago said the suspects will be charged with violations of Section 1 and 2 of Commonwealth Act No. 616 in relation to Republic Act 10175 or the Cybercrime Prevention Act of 2012 for obtaining critical information affecting national defense without proper authority or necessary permits from any concerned government agencies.

A check on Deng’s background showed that he is affiliated with PLA University Science and Technology , under automation and engineering discipline, with top specialties in Control Engineering.
