AT the Asean Plus Three summit meeting with China, Japan and South Korea in Jakarta last week, Chinese Premier Li Qiang urged the various parties to keep their differences under control by refusing to pick sides, opposing bloc confrontation, and opposing 'a new Cold War.'
It was the first time that China spoke of a 'new Cold War.' Last May, in a widely watched television interview — 'Uncommon Knowledge' with Peter Robinson at Stanford University — the highly respected Oxford historian and professor Niall Ferguson said 'the second Cold War' has long begun, and Russia's invasion of Ukraine is but its first 'hot war.'Ferguson brought in the 100-year-old Henry Kissinger by recalling quotes from him over the last several years.
The latest iteration of this message came after President Ferdinand Marcos Jr. identified the EDCA sites, which, from China's perspective, make the Philippines part of the US war preparations against China. But except for the recent firing of a water cannon by the Chinese coast guard on a Philippine supply boat in Ayungin Shoal, the Philippines has not come under Chinese attack. So this 'ironclad commitment' has never been put to the test.
