According to a report released on Thursday, April 9, 2026, by the Cebu Province Public Information Office, the formation of this group was a key decision made during the inaugural meeting of the new Cebu Provincial Statistics Committee (PSC). The committee will be responsible for overseeing data collection and analysis to support the province's development initiatives.\The TWG will investigate the reasons behind the non-compliance of local government units (LGUs) with the mandatory requirement to hire municipal or city statisticians. The group will specifically focus on identifying gaps and obstacles hindering compliance. This requirement is mandated by Republic Act 11315, also known as the Community-based Monitoring System Act, which designates LGUs as primary data collectors for poverty and development indicators. The PSC approved the inclusion of nine additional national agencies, bringing the total membership to 27 under the direction of Gov. Pamela Baricuatro. The PSC and the meeting were led by Provincial Planning and Development Coordinator Nerces Bispo, while the Philippine Statistics Authority (PSA)-Cebu Provincial Office, headed by Officer-in-Charge Felixberto Sato Jr., serves as the secretariat. Simultaneously with the establishment of the TWG, the committee approved a resolution reminding national policy that mandates LGUs to hire statisticians. The TWG will be composed of representatives from various provincial offices and educational institutions including the Provincial Budget Office, the Provincial Planning and Development Office, the University of the Philippines Cebu, Cebu Normal University, and Cebu Technological University.\Elizar Sabinay Jr., from the Provincial Planning and Development Office, stated that the PSC is one of the first groups formed under the Baricuatro administration. This is to ensure that governance is guided by reliable data. The PSC also approved resolutions to institutionalize the Provincial Products Accounts and the PSA-LGU Data Sharing initiative, including setting dates for the third and fourth quarter meetings. During the meeting, Capitol offices involved in the creation of the Provincial Development and Physical Framework Plan for Cebu were also reminded to submit pending data. The first draft of the plan is expected to be completed by October of this year. The establishment of the TWG and the initiatives undertaken by the PSC demonstrate the commitment of the Cebu Provincial Government to improving data accuracy, streamlining data collection processes, and using data-driven insights to inform policy decisions and development strategies.
