A city councilor in Cebu City, Philippines, proposes reviving and expanding the “City Hall sa Bukid” project to bring government services closer to residents in mountainous and rural areas. The project aims to establish satellite offices in strategic locations to alleviate the challenges faced by upland residents in accessing city services.
To streamline Cebu City Government services to residents of the upland and mountain barangays, a city councilor has called for the revival and expansion of the ‘City Hall sa Bukid’ project. In a privilege speech on Wednesday, Jan. 8, 2025, Councilor Pastor “Jun” Alcover urged the Office of the Mayor to study the possibility of creating satellite offices in strategic locations in the mountain barangays.
Alcover explained that this would free the residents and business establishments located in the mountain barangays, upland areas, and remote areas under the city’s jurisdiction from the hassle of traveling downtown to avail the city’s services. “This is anchored on the intent of providing accessibility of city government services to our upland barangay services,” he said. Alcover said the idea of “City Hall sa Bukid” was first launched in 2011 during the term of former city mayor Michael Rama. However, the project was forgotten in time. With the agricultural potential, Alcover said the City Government could first install the office of the City Agriculture Department and other relevant offices in the mountain barangays to help farmers in acquiring permits. Alcover said that when he visited the upland barangays, some residents shared to him their experiences in availing the City’s services, citing the high transportation costs needed to process documents at the City Hall. When the residents reach the City Hall after experiencing heavy traffic, they still have to line up for a long queue, resulting in the delay of their work back in the upland barangays. Alcover said the “City Hall sa Bukid” is a matter of consistency and continuity of the programs with various administrations of the City Government.“It is a form of recognition that there is a substantial distinction in terms of accessibility and potentials between upland and urban constituents of the city.
