Based on the intelligence report, Zapata is one of the leaders of the Zapata Criminal Group responsible for robbery incidents and proliferation of illegal drugs in the province. He was also included in the Philippine Drug Enforcement Agency Top 10 target List. One the same day, the police also arrested Raine Aajonus Gaviola, a city-level most wanted person of CSJDM, for two counts of statutory rape.

Meanwhile, 40 law offenders were also arrested in a series of anti-criminality operations launched by Bulcan police. Twenty-three of the apprehended were wanted persons.
