A writer once said: 'A comprehensive development plan is not just a document; it is a visionary blueprint for a brighter future.' This was my perspective when I reviewed a hard copy of the 2nd Bangsamoro Development Plan 2023–2028, which the Commission on Population and Development in Region 12 gave me during my return visit to Cotabato City over two months ago.
It comes from Islamic values, Indigenous cultural practices and widely recognized good governance principles. Additionally, it emphasizes honesty, justice, inclusivity and the public good, aiming to establish a government that not only meets the urgent needs of its people but also provides a strong ethical basis for future development and stability.Moral governance is significant to a region that has long suffered from prolonged conflict, marginalization and underdevelopment.
