The Bureau of Internal Revenue ( BIR ) has achieved a significant milestone by surpassing its full-year collection target for 2024, breaking a 20-year drought. Commissioner Romeo D. Lumagui Jr. attributed this success to the commitment of revenue officers to various reforms implemented by the agency. However, the BIR recognizes the challenges ahead in 2025, particularly in areas like excise tax collection s and regulating online transactions .

Lumagui highlighted that illicit trade, particularly in traditional tobacco and vape products, remains a persistent issue, posing a challenge for tax collection. He pointed out that the government could lose an estimated P240.3 billion in excise tax revenue over the next three years due to rampant illicit tobacco trade and misdeclaration of vapor products. Furthermore, regulating e-marketplaces and taxing online transactions presents a new frontier for the BIR. Revenue Regulation No. 15-2024 mandates those selling goods and services on digital platforms to register with the BIR, encompassing a wide range of online business activities. Despite these challenges, the BIR is optimistic about its ability to meet its P3.323-trillion revenue target for 2025. Lumagui emphasized that the agency's focus on taxpayer-oriented services, combined with efforts to enhance efficiency and transparency, will contribute to voluntary tax compliance. He stressed the importance of the Four Pillars of Good Governance - Fearless and Aggressive Enforcement Activities, Excellent Taxpayer Service, Integrity and Professionalism, and Digitalization - as the foundation for achieving its goals
