State-run Bases Conversion and Development Authority said it is laying the groundwork for a major redevelopment of Camp John Hay in Baguio City, starting with an initial P7-billion to P10-billion investment for a 70-hectare segment of the 600-hectare property.
“PPP has always been a good model for BCDA because we are a developer’s market. All the big developers are our partners,”Bingcang said. “While we develop certain idle or untapped areas, we want to make sure we preserve the environmental asset, particularly the pine trees,” Bingcang said.
