A consumer group in Bacolod City, the Alliance of Concerned Consumers in Electricity and Social Services (ACCESS), is advocating for the establishment of Energy Price Monitoring Councils (EPMCs) at both national and local levels. ACCESS President Wennie Sancho believes that these councils are essential to mitigating the economic hardships faced by households grappling with rising electricity costs.

Sancho plans to submit proposals for the creation of EPMCs to both national and local authorities, emphasizing the need for collaborative efforts to shield consumers and distribution utilities (DUs) from further price hikes, especially amidst a challenging economic climate marked by inflation and a soaring cost of living. He envisions the National Energy Price Monitoring Council (NPMC) exerting pressure on the Energy Regulatory Commission (ERC) to reevaluate power generation charges, ensuring their fairness and reasonableness. The Local Energy Price Monitoring Council, in turn, would work closely with local government units (LGUs) to provide sustained support and progress in tackling high electricity expenses.Sancho further urges the ERC to prioritize transparency in power generation charges and amplify its oversight of power generation companies to thwart market manipulation and enforce regulatory compliance. He stresses that the national and local EPMCs, in conjunction with DUs and LGUs, would be entrusted with the critical role of monitoring and scrutinizing electricity prices within their respective domains. Their responsibilities would encompass analyzing price trends within local electricity markets, investigating allegations of price manipulation or market abuse, and safeguarding adherence to existing laws and regulations
