Bacolod City was recognized by the Senate Committee on Ways and Means, chaired by Senator Win Gatchalian, for its innovative security feature on PWD identification cards. This recognition came during discussions on Senate Resolution No. 1239 on December 5, 2024.
John Anthony Ledesma, President of Bacolod Entrepreneurs United, commented, “Before the introduction of QR codes for senior citizen and PWD cards, there were many claims, with a gross claims rate reaching 6-8%. It was difficult to track or verify these claims. However, with the implementation of QR codes by the LGU of Bacolod, we now have clarity. Monthly claims for PWD cards have dropped from 6-8% to only 2-3%, thanks to the verification process enabled by the QR codes.
