It also seeks to address the obstacles hindering wider IPv6 adoption, including technical challenges, cost-related issues and the need for increased awareness and training. The Institution has been at the forefront of IPv6 research and advocacy in the Philippines since the late 1990s. Its push began in the early 2000s with the establishment of the Philippine Research, Education, and Government Information Network and the creation of an IPv6 testbed.

Despite these efforts, including the implementation of Executive Order 893 in 2010, which aimed to promote IPv6 deployment, progress has been slower than in neighboring countries like India and Vietnam, according to APNIC.
