THE Philippines bans political dynasties. Section 26 of its Constitutions says: 'The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.' But for such a promise to deliver and for the 'guarantee' to work and expand the inhibited democratic space, legislative action is needed. So far, after 36 years of waiting for something positive to happen, Congress has yet to pass an anti-political dynasty law.
Movie icon Vilma Santos appears to be an exception among her clowning colleagues, for she comes across like a serious student of public administration, but her attempt to parlay the resources she accumulated from a thriving political career into a family business is a common path for fledgling political dynasts. Also prominent among entertainers who not only conquered politics but also overcame criminal charges is Sen. Ramon 'Bong' Revilla, who is running for reelection next year.
