Police Captain Dexter Panganiban, Albay PPO spokesperson, said that kite-flying was a violation of enhance community quarantine , that is being imposed to contain the spread of corona virus disease 2019 .Parents were also advised to watch over their children, and tell them that kite flying is against the law while ECQ is being enforced.
