For a federation of teachers, the bills pushing for salary increase filed by several legislators for the 18th Congress further prove that there are “ample grounds” to “substantially raise” the teachers’ pay.

The Alliance of Concerned Teachers , in a statement, expressed appreciation of the pay hike bills filed in the 18th Congress. “We’re glad to hear that measures are being taken in Congress towards the realization of our pay hike call,” said ACT National Chairperson Joselyn Martinez. “This further speaks of the legitimacy, necessity, and urgency of teachers’ demands despite many efforts by some officials to undermine it,” she added.

Among the lawmakers who included in their priority bills teachers’ salary increase were ACT Teachers Partylist Representative France Castro, Quezon City Representative Alfred Vargas and Senators Sonny Angara, Francis Pangilinan, Nancy Binay, and Win Gatchalian. Senator Joel Villanueva, on the other hand, also expressed commitment to file a similar bill. “This is very telling of the advances made by teachers in the fight for substantial salary increase.

The bills proposed for varying new rates for public school teachers, with a range of Php28,000 to Php45,259. ACT appealed to the lawmakers – who will hold the chairmanship of the house civil service committees – to prioritize these bills. “The teachers are rooting for the implementation of a substantial pay hike by January 2020,” Martinez explained.

Martinez added that teachers are also expecting that President Rodrigo Duterte will mention in his upcoming 4th State of the Nation Address the “concrete plan” for teachers’ pay hike, including the amount that will be granted and the time frame of its implementation. The ACT also pledged to continue to campaign and lobby for the “much-needed pay increase in various arena to press for its immediate implementation.
