MANY dysfunctions in most countries arise from small, unattended things. Failure to address these minor disorders can escalate into more serious crimes and even chaos.
This is called the 'broken windows theory,' where if one window in a building is broken and not quickly repaired, more vandalism can take place and ultimately result in the breakdown of social order.It is no different from the blatant disregard for Administrative Order 18 signed in April 2024 to stop the use of sirens, blinkers and other similar gadgets that produce 'exceptionally' loud and startling sounds on public roads.
There are media reports that these LGU ambulance-fitted vans would merely drop off people in hospitals for regular checkups, dialysis or preventive care without any real life-and-death issues involved. In some cases, it was agonizing to know that there were no actual patients inside the ambulance but rather out-of-town folk who wanted to visit the city and get free transportation, thus contributing to the traffic bedlam in Metro Manila.
