His dark eyes scan every corner of the dated concrete buildings around him with the precision of a soldier trying to spot movement behind enemy lines.We are standing in a cul-de-sac in the heart of the public housing estate, just minutes after inadvertently interrupting a drug deal behind a flat.
Security guards are employed to do a walk-through of the public housing towers every evening, but several residents said the patrols are superficial and do not deter problematic tenants and visitors from terrorising others. “Many of the residents are particularly vulnerable and have reported to me that they are too frightened to complain about threatening behaviour, or when they do, support is not provided,” he said.Jason South
