TWENTY-SIX public officials and job order employees of the Mandaue City Government are seeking to overturn the decision of the Ombudsman that found them liable for violating the anti-graft and corruption law. Assistant City Assessor Julius Caesar Entice, one of the respondents, told reporters on Thursday, Feb. 6, 2025, that they were simply enforcing a lawful order and argued that the anti-graft office’s ruling was based on a misunderstanding of their authority.
“In the setup of Mandaue City, the OBO does not have a demolition team,” said Entice. “The Hudo, by virtue of a city ordinance, is the agency authorized to conduct demolition activities. That is precisely why a composite team was created to implement the notice to demolish,” he added.The respondents argue that the Ombudsman may not have been fully aware of this structure, leading to its mistaken conclusion that they acted without authority.
