A bill seeking the reorganization of the National Council on Disability Affairs (NCDA) to better respond to the needs of persons with disabilities (PWDs) has been filed in Senate.

Senate Majority Leader Juan Miguel Zubiri filed Senate Bill No. 108, or the proposed National Commission on Disability Affairs Act, which seeks to institutionalize the NCDA into a National Commission on Disability Affairs.

“With the proper support and assistance, we believe that they can be integrated and empowered to be productive citizens of this nation,” he added. Under Zubiri’s bill, a National Commission on Disability Affairs shall be created to define the powers of the NCDA. The commission shall remain under the Office of the President.
