In the case of the OPS audit, the scope included only the police force’s collaboration with the city. What led to the narrow focus — “a very difficult decision,” Gougeon said Thursday — was that her office’s audit work, undertaken at the request of the police services board, was playing out alongside other convoy post-mortems and they didn’t want to duplicate efforts at taxpayers’ expense.

But Gougeon could resume some version of the “deep dive” into the police response that her office initially planned. It depends on what questions are left unanswered by other reports, including a major one due later this month.
