Finally a reality, the National Anti-Corruption Commission must now prove its worth. And that will be a test not of its design, nor of its powers. It will be a test of leadership, writes Linton Besser.
The second reason was the extraordinary decision by the ombudsman to share early drafts of its reports with the very departments under scrutiny; even allowing them the right to insert "track changes" into the documents.
In effect, the ombudsman ceded its authority, and the criticisms of the legality and accuracy of the scheme were deleted from its final reports. There's no question that Mr Manthorpe, one of the Commonwealth's senior public servants since 1997, was seeking to make the best, most qualified decisions he could. And pointing a finger at other senior civil servants in Canberra must be hard, even with statute behind you. After all, Canberra is a small place.
