China's president Xi has not visited the places devastated by the two weeks of torrential rain and flooding, which has angered and confused many people.

"It's not the first time Xi Jinping hasn't gone to the site," said Deng Yuwen, a former editor for a state-owned newspaper who is now a current affairs commentator in the US.

Since the founding of the People's Republic of China, it has almost become a tradition for the party's top leaders to visit sites shortly after a disaster occurs. According to a state-owned media outlet, then-Chairman Mao Zedong read a report about the disaster despite being "seriously ill" and bedridden and assigned former premier Hua Guofeng to the disaster area.After the flooding in Wuhan in 1998, Jiang Zemin, a former Chinese president, paid a visit to the rescuers.

Mr Xi's predecessor, Hu Jintao, visited the site of the Huai River flood in 2007, the 2008 Chinese winter storms, the 2008 Sichuan earthquake, and the 2010 Yushu earthquake.
