Estareja said cloudy skies with rains would prevail over Cagayan Valley, Cordillera Administrative Region, Aurora, and Quezon due to the cold, dry and strong northeasterly winds that blow from the west called the northeast monsoon or 'amihan.'The same weather system will also be affecting Metro Manila, Rizal, Ilocos Region, and the rest of Central Luzon where partly cloudy to cloudy skies with isolated light rains would be experienced, Pagasa said.
