Substitute recipients can be tapped to avoid wasting COVID-19 vaccines when people originally scheduled to get vaccinated do not show up.

The Department of Health decided to allow walk-ins who are part of COVID-19 vaccine priority groups to serve as substitutes for people who would miss their appointments.

"DM 2021-0099 is amended to allow eligible walk-in vaccine recipients as part of QSL ," the DOH said in its latest vaccination guidelines released to media on Monday, June 7. Under the DOH's previous memorandum, QSLs include eligible recipients from other vaccine sites"within the same zone, province...or city," who are part of the same priority group eligible to receive vaccines.

Meanwhile, the DOH earlier said the inclusion of individuals who are part of groups not yet eligible to get the vaccine should only be done as a last resort.
