Opinion: Like governments before it, the current NDP can\u0027t resist creative accounting to make light of cost overruns on major projects

The building, promised by Premier John Horgan on the eve of the 2020 provincial election, will be constructed in the provincial capital suburb of Colwood, on a site near Horgan’s riding of Langford.Sign up to know what's really happening by reading daily editorials and commentary by British Columbia's opinion leadersBy clicking on the sign up button you consent to receive the above newsletter from Postmedia Network Inc.

“The procurement process was extended to ensure that we get the best possible design, schedule and price for this project,” I was told. And surely, I was aware that “global inflation, a heated construction market and supply chain issues have resulted in cost escalations across all sectors.” This is not the first time the New Democrats have tried to fudge the cost and construction schedule for the collections and research building.

This latest bit of accounting trickery does repeat the long-standing practice of successive provincial governments of lowballing the cost of infrastructure projects — the Coquihalla Highway, the fast ferries, the Vancouver Convention Centre expansion, the new roof on B.C. Place and — take a deep breath — the Site C hydroelectric project.Article content

The cost escalation was further blamed on “an extended project schedule.” The museum collections and research facilities are now slated to move into the building in 2026, two years later than Horgan promised when he called the election. “Building a new, separate facility will ensure the collections are properly stored and safeguarded and meet international best practices and standards,” said the release, putting the best face on the overrun.
