“The intersection of these pressures has materially impacted the financial viability of the paper operation,” said the Oct. 6 statement. The New Democrats were warned earlier this year that a fibre shortfall would lead to shutdowns in the pulp-and-paper sector. The pulp-and-paper coalition represents 16 operating mills, which together account for $3 billion in GDP and 23,000 high-paying jobs.
Still in the works are policies to reduce open burning of slash piles to increase the fibre supply and reduce emissions. As well, says Conroy, “the Ministry of Forests is also setting up a new pulp fibre supply task force with industry to develop further improvements in fibre access and utilization.”Meanwhile, the ministry challenges one key claim in the coalition brief, namely that shortfall in the fibre supply is in the range of four million cubic metres.
