Sheep being weighed on a Cape Breton farm, circa 1915. Beaton Institute, Cape Breton University - ContributedIn 1922, many throughout Cape Breton Island were lamenting the decline of the family farm. For many years, the small farms around Cape Breton provided enough foodstuffs to support a population that was often cut off from the mainland, especially during bad weather. Modernization, however, was luring farmers off of the land and into the city.

On the farm, they wove their own cloth and used that to make their own clothes. Their boots were cobbled for them by travelling shoemakers who worked for bed and board. They traded goods for services of the local blacksmith or other tradesmen. They grew their own food which was plentiful if not rich. What little cash they obtained came from taking goods to the market. Life on the farm was simple, tenuous and filled his hard labour.

The development of rail lines and the eventual increased use of the automobile meant that people could travel greater distances with relative ease. The railroad brought goods from markets further and further away. This meant that the townspeople had a greater choice in goods to purchase. Cloth from Montreal, shoes from Halifax, and other goods from various exotic locations. This also applied to amusements. Shows were brought from many locations and movies were imported from all over.

MacKinnon Farm in Scotch Lake is shown in this undated photo. Beaton Institute, Cape Breton University - Contributed The solution suggested by Wheaton was that the province focuses on developing the highway system through the rural parts of the island that have high agricultural production. Better highways would facilitate the movement of crops over greater distances. He further proposed that these new roads would permit deliveries by truck that might occur under a co-operative model. The co-operative would collect the goods and bring them to the city to sell so that the farmers could remain on the farm.
