| China should agree with the US to establish strategic “guardrails” to prevent the risk of their rivalry spilling into conflict, Foreign Minister Penny Wong will urge, warning the region needs to create an incentive for dialogue to avoid being held as “hostages to history”.

Senator Wong will reject “persistent claims” the AUKUS agreement was driving a regional arms race, and say Australia’s acquisition of nuclear-powered submarines was being done transparently, and in consultation with atomic regulators. “It is in all the world’s interests that his [Mr Biden’s] overtures are met. We hope that, contrary to suggestions from some analysts, Beijing does see an interest in pursuing a joint strategic framework with Washington,” Senator Wong will say.
