The federal review of universities must immediately address a Coalition-era rewriting of university funding that has overwhelmingly failed all its stated objectives, a leading policy expert says.
Mr Norton forecast large numbers of future, low-earning graduates would be lumbered with significant debt, and there would be fewer people on higher graduate salaries of between $50,000-$90,000. That would both extend repayment time frames and also increase the risk of the government being encumbered with more bad debt through unpaid loans, he said.
Given the drift of regional and rural kids to cities to study, he added, the mismatch was likely even more pronounced. “These students are around 50 per cent less likely to gain a bachelor degree or above qualification by the time they are 35 compared to those living in metropolitan areas,” Mr Webb said.“Enabling regional universities to meet the educational needs of their regional communities is a positive policy initiative that will have benefits for the whole of Australia.
