Conferences ostensibly meant to discuss the century-old immigration law — commonly known as the Chinese exclusion act — were held recently in Toronto and Montreal, with speakers invoking the registry proposal as a potential modern-day equivalent. The Chinese consul-general spoke at one of the events.

A former editor of Sing Tao newspaper and a columnist on 51.ca — both outlets that rarely challenge the People’s Republic of China line — have posted articles recently decrying the comparison. But Kwan and lawyer Dora Nipp argued in a recent op-ed article for the National Post that a registry would actually be welcomed by Chinese-Canadians, in part because it would “prevent an entire community from being singularly labelled as a threat” — and deter authoritarian nations from intimidating diaspora members here.

“This could affect thousands of Canadians with benign links to China because of their familial, commercial, educational, or civil society relationships in the mainland,” he said by email. “It seems very likely to me that these individuals will be seen in an unfavourable light. In the current context of extreme suspicion about all things Chinese, the risk of stigmatization is real.”

The idea is to prevent what a Public Safety Canada discussion paper calls “malign” influence, where someone acts for a foreign power without disclosing that connection.
