Mr. Rodriguez is the second high-profile minister to leave the Prime Minister’s cabinet in just three months

The Globe and Mail is not identifying the sources who are not authorized to speak on the record about internal party matters.Their exits come at a precarious time for the party. The Liberals have lost two stronghold ridings since June, are trailing the Conservatives by about 20 points in recent public opinion polls and face a confidence vote on their minority government in the House of Commons next week.

In August, The Globe and Mail reported Mr. Rodriguez was being approached to run for the provincial party’s leadership. On Tuesday, Mr. Trudeau and members of cabinet vowed to move forward after losing a second key by-election in the span of three months. They were defeated in Montreal’s LaSalle-Émard-Verdun riding and also lost in Toronto-St. Paul’s in June.

Ahead of a Liberal caucus meeting on Wednesday morning, Montreal MP Anthony Housefather said he was concerned by the latest loss, in LaSalle-Émard-Verdun. He said the results are not good and the caucus would discuss it.
