New cul-de-sac for townhouses off Empire Avenue, apartment buildings on Janeway Place

JOHN'S, N.L. — Vacant land on Empire Avenue could be transformed into a cul-de-sac filled with townhouses, according to a rezoning application filed with the City of St. John's.
The conceptual design shows eight townhouses on the west side of the cul-de-sac and 12 on the east side, with a proposed short asphalt trail linking those homeowners to an existing trail system. A decision note city staff prepared for council's committee of the whole said the actual number of lots for the proposed project may be reduced.
At the committee of the whole meeting Feb. 8, city council members approved a motion to consider the rezoning and arrange for a public meeting on the proposal. Council members did so again at the Monday, Feb. 20, regular council meeting. At that meeting, Coun. Maggie Burton noted that while the rezoning request may give an appearance otherwise, the project does support higher density usage of the land.
