Canadians were four days away from voting on this date in 1980. Prime Minister Joe Clark was in Toronto where he delivered an important campaign speech to a blue-chip audience comprised of members of the city’s storied Empire Club.Prime Minister described his concept of Canada, one very different from Pierre Trudeau’s. Recall that Clark made his remarks with the Quebec referendum only four months away.

“What kind of country are we? And that question, in my view, is more cultural than constitutional,” Clark said. “I spoke of a concept last spring, talking about Canada as a community of communities. It is a concept which I believe draws near the nature of this nation, a nation which is proud of its whole but which is formed in its parts.”

“As with so many important questions,” he continued, “the country arrived at that concept ahead of the politicians. Long ago, Northrop Frye distinguished between unity, which is national, and identity, which is local. That theme of a community of communities is one that I would have liked to elaborate today, but with energy crises, elections and the other diversions of the past few months, we have only begun serious elaboration of the concept.
