Quebec had a new leader on this date in 1996 with the swearing-in of former federal cabinet minister, Lucien Bouchard, as the province’s 27Premier. He came to office after the resignation of Premier Jacques Parizeau in the aftermath of the October 30, 1995 provincial referendum on sovereignty.

Bouchard would lead Quebec for five years, besting Jean Charest’s Liberals in 1998’s provincial election. Rather than focusing on achieving Quebec sovereignty, Bouchard concentrated his efforts on economic issues, alienating hardline members of his party. One policy, however, that all sides lauded him was his introduction of a universal daycare program.

Since leaving office Bouchard has, for the most part, kept out of public debates in his province, and serves as a Montreal lawyer.is an accomplished public historian and award-winning journalist. He was research assistant on The Rt. Hon. Brian Mulroney’s best-selling Memoirs and also served as a speechwriter to then-Prime Minister Stephen Harper and as a Fellow of the Queen’s Centre for the Study of Democracy under the leadership of Tom Axworthy.
