No Australian jurisdiction offers 30 hours of preschool a week for three-year-olds. But a royal commission led by Julia Gillard has found all children benefit from two years of high-quality care before they start school.

last year made a joint pledge to give four-year-olds access to 30 hours of government-funded preschool a week by the end of the decade, in an intervention the state premiers described as the “greatest transformation of early education in a generation”. Victoria is also scaling up its offer for three-year-olds to have 15 hours of kinder – or preschool – a week by 2029.

Gillard said there should be a dedicated government office charged with co-ordinating early years policy across the state. “We want children with developmental concerns and delays to be identified as early as possible in mainstream settings,”The commission said states and territories should be responsible for the quality of long day care, preschool and out of school hours care, and connecting them with other state services, while the Commonwealth as the main funder must ensure that early childhood education is accessible and affordable for all.

“We’ve tasked the Productivity Commission with undertaking a broad inquiry into the early childhood education and care system,” she said. Jessica Rudd, the chief executive of non-profit organisation The Parenthood, said there were 30,000 staff vacancies around the country. “Not until there’s considered wage reform will we have the people we need to deliver the education,” she said.
