There were numerous bridge and tunnel proposals in the 1960s

In the 1960s everybody seemed to have a plan for a new bridge or tunnel at the First Narrows. But nobody wanted to pay for it.

“A new bridge is primarily the responsibility of the Government of British Columbia,” Laing told The Vancouver Sun. “Secondarily, it’s the responsibility of the municipalities. The municipalities are obviously trying to escape every last cent of responsibility too.” “The sunken roadway would become a tunnel under Lost Lagoon and Georgia Street as far as Cardero, where the roadway would emerge to connect with a proposed waterfront freeway.”

Several Vancouver councillors noted that if the $40-million freeway were added to the $57-million bridge, the cost would be about the same as the Brockton Point proposal. The first mention of the $100-million tunnel was on Aug. 5, 1965, when Socred Highways Minister “Flying Phil” Gaglardi pitched it, along with a bridge option. The Sun reported the bridge would be $65 million, the tunnel would be $60 million to $62 million. Adding the $40-million waterfront freeway brought the cost of both to just over $100 million.
