After Indonesia gained sovereignty through the Round Table Conference in 1949, the Citizenship Law was again changed to be more liberal and apply the principle of two generations of ius soli for Chinese citizens. The"passive system" was changed to an"active system", namely a system that requires a statement of acceptance of Indonesian citizenship.
According to the provisions of the agreement, individuals with dual citizenship will be given a period of two years to choose one citizenship. Those with dual citizenship who disregard the requirement to choose one citizenship within the two-year transition period will only be granted Chinese citizenship.
Leo Suryadinata has stated that this situation is also politically charged. The agreement provides an opportunity for children of parents who choose Chinese nationality to become Indonesian citizens without screening by Indonesian officials.
