The company will have an opportunity to respond via a show cause notice before the government can take action including fines, a suspension or cancellation of its licence.But former Appeal Court president Robert Gotterson AO’s report, handed to government last week and released on Thursday, has opened the door to the appointment of a special manager like the one now overseeing casino rival Crown’s Melbourne site.

Gotterson found Star showed “poor corporate culture” by actively encouraging gamblers who had been excluded from NSW and Victorian casinos to its Queensland site. The company was “at best, less than forthcoming” in dealing with its bank about the use of China UnionPay debit cards.“It was also a serious dereliction of The Star’s [anti-money laundering and counter-terrorism financing] responsibilities that deficiencies explored in the inquiry could occur in the first place and could exist over some years.”

Queensland Attorney-General Shannon Fentiman, who holds the power to make the suitability determination, has considered the report findings and found it unsuitable to hold a casino licence in the state.Gotterson’s commission of inquiry built heavily off the work of the recent Bell Inquiry in NSW,The probes were sparked by reporting from 60 Minutes and this masthead last year, which detailed allegations of nefarious activity inside the company’s casinos.
