The first Terminator was shot on a tight budget and was never intended to kick off a franchise. That said, Cameron is a filmmaker who tends to layer lots of ideas into his work, and his 1984 sci-fi classic was no different.
The deleted scene from the original is an ominous note to end on and one that slightly takes away from Sarah's hard-won victory. It also feels like a somewhat throwaway moment, despite its huge implications. Taking it out allowed The Terminator to feel like a standalone movie, but it also gave Cameron a perfect sequel setup that he could build on down the road.
Of course, had the deleted factory scene been left in, it would have instantly created expectations for a sequel. The same is true of the snipped scene where Sarah talks of destroying Cyberdyne. Again, these sequences provided the seeds for Terminator 2, but they had no real place in the original. Judgment Day works so well because it builds off the first film organically, though it's still fine to watch the sequel without having seen The Terminator.
