Teachers Allege 2025 Budget Violates Constitution, Threatens Educators' Rights

The Teachers' Dignity Coalition (TDC) has raised concerns that the newly approved 2025 national budget may contradict the Philippine Constitution by insufficiently funding educators. They cite Article XIV, Section 5 (5), which mandates the highest budgetary priority for education, arguing that the budget should prioritize the basic education system and attract and retain high-quality teachers through adequate remuneration. While the government allocated a total of P1.055 trillion for education agencies, TDC contends that this figure includes funds for non-teaching institutions, potentially undermining the constitutional commitment to education.

Teachers have expressed concerns that the newly approved 2025 budget may “violate” the Constitution, citing issues with funding allocations that they argue could undermine educators' rights and constitutional mandates.“It is clear in our Constitution that education shall have the largest share of the budget, and for a specific reason: teachers,” the Teachers' Dignity Coalition said in a statement issued on Jan. 2.

This provision, TDC alleged, is “being tested” after President Marcos signed the 2025 national budget on Dec. 30. “That being so, it refers to the agencies tasked with teaching young children, especially the basic education system,” TDC National Chairperson Benjo Basas said. However, TDC noted that the computation also included the Local Government Academy , Philippine National Police Academy , National Defense College of the Philippines , Philippine Public Safety College , and the Philippine Military Academy .
