$3.4 billion operating budget for next year“In developing next year’s budget, every effort has been made to limit the impact of reductions on students and ensure that all available resources are put toward supporting our classrooms and schools,” said Colleen Russell-Rawlins, director of education at the Toronto District School Board.
School boards must submit a balanced budget, but are allowed to have a deficit of up to one per cent. The TDSB had a 1.4 per cent deficit in 2022-23, which required permission from the Ministry of Education. As part of that approval, the TDSB was given a three-year deficit recovery plan — and the 2023-24 budget is allowed to have a $15.1 million deficit.
The TDSB is also losing $31.5 million in pandemic-related funding it received in each of the past two years, which it used to create 522 school-based positions, including hall monitors, teachers, lunchroom supervisors and social workers. The funding was time-limited so all those jobs were set to be eliminated. But the board managed to maintain 99 of those positions: 16 social workers, 15 child and youth counsellors, 40 hall monitors and 28 vice-principals.
The TDSB is funded based on enrolment and overall it expects to have 200 fewer students next year, or roughly 233,525 in total. Although funding from the province, called Grant for Students Needs, rose by 2.1 per cent, the TDSB said expenses are increasing higher than that due to inflation. “We’re in the driver’s seat at this point. I know it isn’t necessarily the car we want to be driving — it maybe has some dings,” said trustee Rachel Chernos Lin, who’s also the chair. “But we are the ones who are driving it and we have the decision-making power if we pass this budget.”
