The high court declared Section 3, Article XV of the BOL unconstitutional, invalidating the provision that treated the ARMM as a single voting unit.While affirming Sulu's exclusion, the Supreme Court upheld the constitutionality of the BOL itself, stating that the BARMM was granted greater autonomy than other political subdivisions but remains under the national government.
