University of Technology Sydney chancellor Catherine Livingstone says governments and industry should plan to help universities in downturns such as that created by the pandemic.
University of Technology Sydney chancellor Catherine Livingstone says it is time to stop blaming universities for their reliance on foreign students, arguing their role as a significant export industry should be formally recognised in education policy.Australia’s third-largest export sector
“There needs to be an explicit and formal recognition that part of the funding mix of universities is international education,” says Catherine Livingstone.“When you look at Australia’s major export industries, you see international education listed. But in a policy sense, that has not been linked to the importance of universities,” Ms Livingstone said.
“There needs to be an explicit and formal recognition that part of the funding mix of universities is international education, which is an export industry. We can’t be ignoring the fact that it does cross-subsidise research and domestic students.”The UTS chancellor, who is also a former chief executive of medical implants group Cochlear and former chairman of Telstra and Commonwealth Bank, is one of a growing cohort of senior female business leaders at the top of Australian universities.
Ms Livingstone recommended that rather than reducing the university sector’s reliance on international students, the government and industry should develop contingency plans to help mitigate downturns, such as the collapse in the number of foreign students at Australian universities due to pandemic-related border closures.
