The idea that the RCMP should get out of the business of front-line, day-to-day policing — duties the Mounties now carry out under contracts to provinces — and shift its focus to challenges like national security, terrorism, financial crimes, cybercrime or organized crime, is not a new one.

Still, the Star has learned that federal-provincial talks are well underway to re-examine and potentially reshape the future operation of the force. In an exclusive interview, Mendicino said he did not want to pre-empt those talks and declined to say whether he wants to see the RCMP become a solely federal policing agency.But he said his “vision” sees the force as “the gold standard when it comes to matters that fall within its subject-matter expertise, like fighting against terrorism, like fighting against cyber , like fighting against ideologically motivated extremism.

Policing in First Nations and Inuit communities is a cost the federal and provincial governments share on a 52-48 per-cent basis, and Mendicino said that needs to be considered.
