Since Nov 26, more than 100 recipients across 31 government agencies, including five Cabinet ministers, have received emails demanding payment due to doctored images. These images feature victims' faces superimposed on compromising situations from fake video screenshots. The Ministry of Digital Development and Information (MDDI) confirmed that 12 male political office-holders were affected. The emails contain identical content and images, with the only variation being the victim's face.
The affected agencies include the Home Affairs, Education, and Manpower ministries, along with statutory boards. Members of the Hong Kong Legislative Council also received similar emails on Nov 23. The Ministry of Health reported that public healthcare staff were also targets of such emails
