The senior citizen who was allegedly hit by Petaling Jaya City Council officers during an operation to capture stray dogs is being investigated by police for preventing them from carrying out their job. Read more at

Petaling Jaya OCPD Asst Comm Mohamad Fakhrudin Abdul Hamid said a report was lodged that the man had made it difficult for officers to carry out their job and catch the stray dogs."The case is being investigated under Section 323 of the Penal Code for causing injury and Section 186 for obstructing officers from carrying out their official duties," he said in a statement.

ACP Fakhrudin said the operation to catch stray dogs started when the public at Taman Kanagapuram, off Jalan Klang Lama, filed a complaint with MBPJ. On Friday , Petaling Jaya MP Lee Chean Chun demanded that MBPJ explain the conduct of its officers captured on camera roughing up the man during their operation.“I hope that a detailed investigation will be conducted by the council’s integrity unit,” he said, adding that such an incident should not happen again.

The council said it had initiated an investigation following the circulation of the video online, promising to be fair in its probe. Senior citizen Patrick Khoo, 69, who owns and manages a lubricant oil supply company had claimed the dog catchers had swiped the dog-catching loop he was holding against the left side of his face when a tussle broke out during the incident at about 9pm on March 22.Khoo had also lodged a police report at the Brickfields district police headquarters on Friday .
