Senator Raffy Tulfo raised concerns about the trips of doctors sponsored by pharmaceutical companies to other countries. During a Senate hearing, Tulfo and Health Secretary Teodoro Herbosa had a heated exchange regarding these trips, which are given in exchange for doctors prescribing medications from the sponsoring companies instead of promoting cheaper generic drugs. Herbosa argued that some doctors prefer branded medicines because they are more effective than generic drugs. He also mentioned that the procurement of medicines and supplies for hospitals undergo public bidding, with generic medicines often winning the bids. Herbosa added that branded medicines are often substituted for generic medicines due to their efficacy.

Ayon naman kay Herbosa, may mga doktor na mas pinipili ang mga branded medicines dahil mas epektibo ito kaysa sa mga generic medicine. Sinabi rin ni Herbosa na dumaraan sa public bidding ang mga binibiling gamot at suplay sa mga ospital na karamihan at mga generic medicines ang nananalo sa bidding. Ayon pa kay Herbosa, kalimitan ay pinapalitan ng mga branded medicine ang mga generic medicines dahil sa “efficacy” nito. Pero ayon kay Tulfo, “half-truth” ang sinasabi ni Herbosa dahil mas inirereseta ng mga doktor ang mga branded medicine dahil sa “junket” Hindi aniya mag i-sponsor ng mga biyahe ang mga pharmaceutical companies kung walang kapalit na pabor.
