Speaking on condition of anonymity, he said the damage was “reminiscent” of Malaysia Airlines flight MH17, which was downed with a surface-to-air missile by Russia-backed rebels over eastern Ukraine in 2014. A US official, speaking on condition of anonymity, also said early indications suggested a Russian anti-aircraft system struck the plane.Azerbaijan Airlines initially said the plane flew through a flock of birds, before withdrawing the statement.

For the first time publicly, Karakayev confirmed that Russia is developing a new intercontinental ballistic missile system, Osina. He stated that the introduction of Osina and several new missile systems are priorities. Karakayev also revealed that Russia is also preparing for the development of a system with hypersonic short-range missiles, Oreshnik. He said that the country's weapons development program will consider various options for Russia's strategic attack weapons and take into account similar steps by the United States (US) after the expiration of the New START nuclear arms treaty between the two nations in 2026. According to him, Russia does not rule out increasing the number of warheads on missiles used after the New START treaty expires, in response to similar actions by the US. He stated that Moscow and Washington continue to provide 24-hour warnings to each other regarding any tests of intercontinental ballistic missiles and ballistic missiles launched from submarines.
