Report: MLB near deal for rosters to expand to 26 in '20:
As part of the deal, the active limit from Sept. 1 to the end of the season would be lowered from 40 to 28 beginning next year, people familiar with the negotiations told The Associated Press. The people spoke on condition of anonymity because the agreement had not yet been finalized.
There would be a maximum of 13 pitchers for most of the season and 14 from Sept. 1 on, the people said. The minimum roster size would increase from 24 to 25.The commitment for a discussion of the larger economic issues is a key for the union after consecutive slow free-agent markets that have seen dozens of players sign on the eve of spring training and after workouts were underway.
The union planned to reject MLB's proposal for a three-batter minimum for pitchers, leaving MLB with the right to implement that unilaterally for 2020. Baseball Commissioner Rob Manfred has said he is reluctant to change playing rules without an agreement with players.The roster deal is similar to one that had been slated to be included in the November 2016 collective bargaining agreement but came undone when the union backed away.
