A major revamp of public service outsourcing means consultants will lose out on lucrative contracts as federal agencies take their core work in house.

Federal agencies must set targets to reduce reliance on contractors and consultants under changes that formally ban the use of external hires for core work and leadership.

The targets will be published as part of corporate plans. The APS commissioner will provide an annual update to the minister for the public service. Progress will be published on the Australian Public Service Commission website. Core work is defined as essential to delivering the enduring functions of an agency, required on a regular and ongoing basis.• roles that are on an agency’s executive team.

Agency heads must also ensure future consulting contracts include arrangements to transfer knowledge and skills to the APS. This is to reduce the so called “dumbing down” of the public service.
